Reduced ITP rates in Catalonia: why investors don't qualify
Catalonia offers reduced ITP rates to certain groups of buyers purchasing their main home. An investment purchase, let alone one made through a company, doesn't qualify.
Catalonia's reduced ITP rates do not apply to investment purchases. Every one of them is tied to an individual who meets specific criteria buying their main home, so a company or a private investor buying a property to renovate and resell pays ITP on the full progressive scale.
The reduced rates that exist
A buyer aged 35 or under pays 5% instead of 10%, provided that the combined general and savings tax base on their latest IRPF return, minus the personal and family allowance, does not exceed €36,000 (until 27 June 2025 the age limit was 32). They must move in within 12 months and, as a rule, live there for at least three years. Large families, single-parent families and people with disabilities have their own rates. The list and the conditions are published by the Catalan tax agency, ATC.
Why investors don't qualify
Every reduced regime requires the purchase of a vivienda habitual (a main, permanent home) by an individual who meets the criteria. A company buying a property to renovate and resell, or a private investor with no intention of living in it, does not fall into any of these categories, whatever the circumstances. The nature of the deal itself rules the relief out.
And 'the full progressive scale' is the floor of the risk, not its ceiling. If the buyer is a company or an individual with gran tenedor status, or the purchase is of an entire residential building, the 10–13% scale does not apply at all: the rate is 20% instead (Catalonia's 20% ITP for a gran tenedor). Check both risks before a deal — the relief being unavailable, and the rate being higher than the standard scale — not just the first one.
Where the budget goes wrong
Marketing materials and online calculators sometimes quote an ‘average’ or ‘reduced’ ITP rate, and that sets up a false expectation. Budgeting at the lower rate on the strength of a status that no company, and no buyer who won't live in the property, can have is a sure way to hit a cash shortfall at the completion stage, when the gestoría's bill arrives for the full amount.

Questions and answers
If the investor buys as an individual and plans to move in later, does the relief apply?
No. The relief is assessed at the time of purchase: the property has to be bought as a main home and meet the conditions from the outset. A later change of plans does not mean tax already paid is recalculated retroactively.
What if we buy through a company but an employee lives in the property?
That won't work. ITP reliefs are for individuals buying their own main home, not for a company as the buyer, so this arrangement makes no difference to the tax.
