Next Generation refurbishment grants: who can qualify?
Regional application rounds have limited budgets and often require the property to be the owner's main home rather than a rental investment.
How the mechanism works
Spain allocated part of its Next Generation EU funding to residential refurbishment, historically including energy-efficiency programmes for insulation, replacement windows and heating upgrades. Administration is regional: in Catalonia, through the Generalitat's Agència de l'Habitatge de Catalunya, with periodic application windows and a limited budget for each call (convocatoria).
This is a series of rounds limited by time and budget, rather than a permanently open programme with fixed conditions. Availability changes between calls.
Assuming a grant is available without checking the current call is a common early appraisal error. An investor sees the programme mentioned in the news or by a competitor and includes it in the calculations without checking whether applications are currently open or whether that round covers their property type.
Why investment properties often do not qualify
A substantial proportion of these programmes prioritise, or expressly restrict eligibility to, the owner's permanent home (vivienda habitual), excluding investment or rental property. Some also require a minimum improvement in the property's energy rating.
For DNPI, this means a Next Generation grant cannot be included in a project's financial model before the conditions of the particular live call have been checked. Many programmes exclude investment properties regardless of how well the proposed works fit technically.
A practical approach
The sound project conclusion is to assess the particular property against the current open call, rather than assume investment property is definitely eligible. Programme terms have changed between rounds; last year's rules may not apply now.
A practical checking sequence:
- Establish whether Agència de l'Habitatge de Catalunya currently has an open call for the relevant works.
- Check the vivienda habitual condition and whether the round covers investment or rented property.
- Check any minimum energy-rating improvement required by that call.
- Only then include a potential grant in the financial model, as a contingent item rather than guaranteed savings.
Implications for the project model
Basing a refurbishment business plan on an assumed grant is risky. Budgets are limited, application windows open and close, and investment-property eligibility varies between rounds.
